This list presents the most important things an agency can do to demonstrate that they are using ICs properly and are complying with IC law.

Tom Brown, CEO, eCaptions

Tom is part owner of eCaptions, a San Diego based captioning agency. Tom works to raise awareness and improve the quality of captioning, as well as to increase the respect for and visibility of captioners. Tom was a founding member and the Chair of Language Access Professionals Association (LAPA), a lobbying group that fought to keep captioners’ right to work as independent contractors in the State of California. As a member of the CCRA CART/Captioning Committee, Tom joined the ongoing effort to raise the stature of captioners within the organization to that of full-fledged members, equal in every respect to court reporters.  He is currently leading the effort to develop the Guide to Captioning, an informative and educational guideline for the standards organization ASTM International.

Sandy Eisenberg, CEO, Total Recall Captioning

Sandy Eisenberg has been in the captioning profession since 1992 as a realtime captioner, advocate, educator, and business owner.  She provided CART and broadcast captioning for 15 years, was one of the first captioners in California, and the very first in the CSU system.  At CSUN’s National Center on Deafness, Sandy developed a service model for CART in the university setting; hired, trained, and coordinated captioners; wrote grants; provided technical support to colleges nationwide -- and captioned, too!  During her eight years at CSUN, she expanded the university’s CART services to 300 hours per week.  At the same time, she worked independently with numerous schools and organizations and launched Total Recall Captioning – part time at first, then full time in 2000.  Sandy continued captioning herself through 2007.  The business was growing exponentially, and realtime on a fill-in basis wasn’t workable, so she hung up her writing fingers and focused on her agency.  Sandy and Total Recall have worked with numerous organizations and individuals to provide information and resources, as well as first-rate CART/captioning services.
